I&#039;d say it&#039;s state-sponsored because without a public-service commitment it wouldn&#039;t be produced or broadcast. The BBC itself gets no benefit from making the program, either through a split of the advertising revenue or a reimbursement of production costs.

So it&#039;s state-sponsored in the sense the program is produced by the BBC out of a legal obligation to the state, and is broadcast on a channel that&#039;s funded by grants from the government (with the intention of preserving the welsh language). Without the government mandating the production of Welsh language television it wouldn&#039;t exist.
